
The Tracy Free clinic was founded by Dr. Michael Hurst (D.O.), Dr. Khosrov Vkhsouri (M.D) and Mr. Kenneth Everett (MSW) in October 2008. Patients are treated two Saturdays per month in a space currently provided by Tracy Interfaith Ministries.
Our mission is to offer quality, free healthcare to those in need including the un-insured, under-insured and the displaced. To educate individuals about their health and empower them to take control of it by providing them with the necessary tools and knowledge about available resources. We view each individual’s health as encompassing their physical, emotional, and social needs. We strive to provide for such needs with professionalism, dignity and respect.
One of our objectives is to facilitate dialogue and relationships among the existing charitable and non-profit organizations as well as the current social services in our city. We are able to direct individuals to existing social service agencies that exist in our community.
We visualize Tracy Free Clinic as a bridge for those in transition until they obtain insurance.

Our Founders
Dr. Michael D. Hurst, D.O.
Dr. Hurst grew up in the Northern California town of Healdsburg before attending San Diego State University in 1982. He obtained his B.S. in Microbiology with a minor in Chemistry then continued his education at the SDSU Graduate School of Public Health in 1988 where he received his M.P.H. in Epidemiology/Biostatistics.
He attended Kirksville College of Osteopathic Medicine in Kirksville, Missouri, from 1993-97 and did a combined residency in Internal Medicine/Pediatrics at Hurley Medical Center in Flint, Michigan 1997-2001. After graduating, he joined a moderate sized group of physicians in rural Arizona where he worked until 2005. He and his family then chose to move back to California. He has since been employed by Sutter Gould Medical Foundation.
After working with Sutter Gould for a few years he established the Tracy Free Clinic with Dr. Vakhshouri and Mr. Everett in 2008.
His other interests are medical and public health history, medical information technology and reading anything and everything he can. He speaks quite a bit of Spanish but has had less opportunity to practice his French or Latin.
Dr. Khosrow Vakhshouri, MD
Born in Iran, Dr. Vakhshouri’s formal education and training has been international. A graduate of St. Georges University School of Medicine in Grenada, West Indies and a graduate of University of Rochester Family Medicine Residency program, he has lived and practiced primary care medicine in several countries including India, United Kingdom, Grenada, St. Vincent and the United States.
He has a special interest in international medicine and establishing self-sustaining primary care clinics. He is currently in a group practice in Tracy California.
Kenneth D. Everett, MSW
Mr. Kenneth Everett, MSW is a Clinical Social worker at Sutter Tracy Community Hospital. Trained at Bryn Mawr College of Social Work and Social Research, in Bryn Mawr, PA. He completed a very distinguish fellowship with the Thomas Jefferson University Medical Center in Philadelphia, in the area of Pediatric Pulmonary diseases, with intense focus on children with asthma.
Prior to his work at Sutter Tracy Hospital, Mr. Everett worked at Stanford University Medical Center and Highland Hospital in Oakland, California. All together he brings to the clinic over 28 years of professional experience in Social Work. He is currently focused on obtaining a doctorate in Public Health Administration.
